“… The Racine Executive Committee will meet in closed session at 7 p.m. today to discuss Machinery Row, the proposed mixed-use, riverfront redevelopment along Water Street. No open session will follow…”

Why what might this be about?

Could it be the fact that the loan from the city of Racine to Rodney Blackwell for this project even after an extension has not been repaid AND I can find nothing about another being granted. Might is be about that? From the records I can find (like none) there is no proof he has paid the City of Racine anything and with no signed agreement between the city and Blackwell approved by the Aldermen will he ever?

Did the City here unlike on the Main Street fiasco file a lean on the properties? Did Blackwell sign a personal responsibly note on this loan or could he simply walk away or in his case drive away?

Might it be what one discovers when searching Tax records on the properties making up Machinery Row will that be discussed?

This reporter thinks that Blackwell can not do this project and will claim to be looking for partners to help him finish something maybe low income housing maybe an Arena perhaps a Casino God knows what.

All bets are off if we ever see dime one back from yet what is looking like another failed project under Mayor Dickert

there was a meeting of the Executive committee  last night on Machinery Row with no action taken, two points No action needing to be reported in the meting minuets taken. Any information given was not shared with the reporter from the Journal Times nor any Alderman said anything.

My guess and after living under Mayor John Dickert if all was going well there would have been a press event.

So the question is when will we know how bad things are in Machinery Row how will the City explain this away?

Take this opportunity to check on the project as I would and the J-T should with the property and tax records.

A search on how well Rodney Blackwell is doing with his projects in Iowa might be useful too.

From the story “… A proposal being put forward by city officials, including Mayor John Dickert and members of the City Development Department, calls for using $371,454 in federal Community Development Block Grant funds to create a revolving loan fund. The fund could be used to make loans of $25,000 or more to small businesses that employ or hire low-to-moderate income Racine residents.”  “… Loans would be ultimately be approved by the city’s Redevelopment Authority and the City Council, according to city staff, but the vetting of loan applicants would be handled by the Wisconsin Women’s Business Initiative Corp. and/or the Racine County Economic Development Corp….” Oh what pal of Mayor John Dickert serves on Redevelopment Authority?  A man who may sometimes not vote on issues maybe conflicts of interests?  Who is talked of by word on the streets of wanting to start a Brew Pub in Machinery Row?

But back to the story The telling part for me is this “…The money for the loan fund was made available as result of shift of CDBG funds from public infrastructure to economic development and job creation….”

Public Infrastructure  Things like Roads bridges and SIDEWALKS can you say Sidewalk fee to make up for the short fall even perhaps help put more money in what I can only see as a shush Fund for pals.

Big question when does leasing start to take place in Machinery Row  who will work that angle and how will they know (and they will know) our great Mayor.

 

 

It all started with a phone call

About 10 days ago I got a phone call from Jim L the former County Executive based on this Photo (see above)

During the course of the phone call we spoke of many things great guy to talk with.

As you know I am no fan of his when it comes to the Marina or giving what I feel is a pass to Mayor John Dickert and what in time will be known IMHO the largest scandal in the City of Racine the whole Root Works Machinery Row deal.

Mr. L knows of this I have said as much to him.

The phone call got me thinking of why now vs when I was so much more active?

Talked to others about this a big big blank I still have no clue.

Still why became even if I am the worst writer on Earth (and I am) I still put out information that many would not want you to know.

That being news about: Hwy V in Mount Pleasant the war on Farmers or Why Caledonia T.I.F. 4  needs water and who in the GOP might be benefiting

 

The continuing saga of Root Works now including a revolving Loan Fund  using Block Grant money Or Mayor John Dickert’s pals need money far more then we need good roads!

Libraries are critical what others have said

I spent three days a week for 10 years educating myself in the public library, and it’s better than college. People should educate themselves – you can get a complete education for no money. At the end of 10 years, I had read every book in the library and I’d written a thousand stories.

Best there is no end of what might be learned from the act of going to the Library.
When I was a child in Baraboo WI my Mom and Dad made a point of making sure did I not learn how to read they read to me at a young age and my Dad taught me how to read when I was about 4 .
Early on, I discovered  all the cool books I could get from the Baraboo Library.
Oh the world of Books the information!
After the Army I discovered  the U.W. Madison Library system with more information then I could think of ….
Even in my early days recovering from Alcoholism the  Library was a place of refuge.
Today I go to the Racine Library a few times each month.
Yes things have changed far more then just books  can be found there from programing to engage youth, DVD’s, and public Computers can be found there they can and are being used by many from Facebook to others using You Tube to discover this big world we live in.
Per $$ spent I  think there is no better investment that any City can make then the public Library.
So then why the hate from Mayor Dickert with the Cut backs?

Is it to save $$ I cant think that if we can spend millions on Rootworks a million on City Hall (and his pal making Bank with the Bathrooms) could not cuts come from that? Or is there an another plan?

I am thinking that our Real Estate maybe looking to find room for a Hotel/Convention Center where the Racine Public  Library/YMCA stand now.

What would they ever do with that Empty Building? Why of course sell in to the City or a pal of our Mayor to start this hotel/center
Yet IMHO they need more room the Library would provide this added room.

Looks to me that this poster does not understand that:
1) There is no real Bus system for anyone to use anyone and Minority Kids can get to this (Current) location vs most others, if ANYONE should have access to  a library its the minorities kids
2) Unless/until the Downtown becomes a gated community Minorities will coming to Downtown Racine.
3) Perhaps the library users do not shop downtown is what the heck is there to youth to shop at?  Bars and more Bars. Should we allow 12 year old kids to start drinking?
IMHO I see this attack on our  Racine  library as nothing more then the first step to building a Hotel/Center were once again Mayor John Dickert will use City $$ to have his pals make bank. That the story in the J-T and the post suggesting a move was just testing the waters for a push my our Mayor to get our beloved library to move
Thinking we need a good library far more then RootWorks or more City Contracts to our Mayor’s pals
 Please call the Mayor’s Office and your Alderman and tell them to fully fund the library.
In fact the Inter Governmental fund was to be used for that very thing NOT BS like Team Porter’s and what happened to that idea?

1) Is just now only Mayor Dickert’s dream, as even more have told me that Machinery Row is dead that to make anything happen the City/County would have to do the development, do you think the City of Racine has the $$$ to do so?

Our fearless leader will soon send a budget to the Yes mes sorry City Alderman who will after a few Dog and Pony shows other then a few Aldermen with the courage to speak up, will like good Yes Men vote Yes just like they have been trained to do

This Budget I predict will have in it or prepare the way for

The highest rise in property taxes allowed by State Law

Increase in Recycling fee

Increase in our Sewer fee

A Wheel Tax

We will see the closing of  fire station 5

A hiring freeze at RPD (After all there is no crime in Racine)

A cut in the Racine Public Library hours (Reading is not needed in Racine just trust in John Dickert)

CAR 25 is killed this may end the broadcast of City Meetings

A reduction in BUS after all fuck the Poor and Handicapped  they do not spend money in Downtown

The Closings of Community Centers after all Minorities are only needed every few years to vote as they are told to

A raise in the Mayor’s pay

More $$ spent on the Uptown Plan and Rootworks We will see $$ spent on promoting Downtown Racine

We will not see an end to the $$ for our mostly empty civic center

Of course Gateway will jack up the tax they control and so will RUSD Please vote NO! on the Referendum  question on the ballot.

We will be told it’s all Governor Walker’s fault not that our leadership spends to much on projects we do not need but do enrich pals of our Mayor.

Looking at my Taxes over the last 10 years they have went up about 100% as my assessed has gone down.   At this rate we will be taxed out of this home.

How many have been or will be taxed out of this City?

Wow that is a lot of money Thinking that does not include any funds needed to repay one of the many property tax cases in the courts now, nor any court cases filled with the city on many issues in the public eye to include old CAR 25 staff that may file over what happened with them or even a civil rights suit or two

So many balls in the air, balls that could cost the City even more cash that we do not have for as our Mayor loves to say we have no money

Sadly we are deep in debit very much so a debit even with out new increases in Water Rates (For Bonds issued for RootWorks?) an upcoming Wheel tax perhaps increases in Recycling fees perhaps more street lights coming down, this will not even come close to paying for the short fall in the budget this year or in years  to come.

As well can our Mayor not continue to find ways to fund his pals in Downtown Racine? You know the ones who gleefully talk about city workers having to pay ”   $6,450 for a single plan and $12,900 for a family plan.” yet can not pay taxes they owe sad I say very sad.

Yet I am guessing that this will continue after all Downtown Racine is just so alive just filled during the day with folks shopping right?

I will say if you like to drink there are a few bars just jumping

Now be interesting to see if our City credit rating will go down making the cost to sell bonds higher, costs BTW we pay for.

Yet the City can find $$ for TIF 18, Rootworks, nice Bathrooms in City Hall, programs that allow the RPD to spy on our Facebook/Twitter Mayor Dickert’s trips and the like

The Short Fall must be paid for and how?

Will we see Mass Police/Fire lay off? Civic Center closed? Community Centers closed? More Street Lights come down?

and as more leave the city this will only get worse, wait Rootworks and the Uptown Plan will save us! Right do you not believe our Mayor that folks are demanding Condo’s on the Root River? Or Companies call him everyday looking to move to Racine?

 

Very very sad is the wake up call coming to anyone who thinks that simply coming to City hall and bitching will make the City do what you want, sorry better bring checks with you.

Of course we will here of many wanting to run for office and I say go for it we need good folks in office from City up please run we need more to do so.

Know that it can and will be a fight may not be one to have if you have a think skin or no money to run an election fight.

 

Oh what will happen to Racine in the years to come? Who will be left to pay for the Rich and white to play in Racine?

When it comes to funding government projects, taxes are as unpopular as they are necessary. No one’s enthusiastic about their taxes going up, but eventually it’s recognized that taxation is the way the project is funded.

One method that some Wisconsin communities are turning to as a means of funding road projects is an additional vehicle registration fee, what’s known as a wheel tax.

The wheel tax is one of the few options local governments have to raise money exclusively for transportation-related purposes.

Four Wisconsin jurisdictions have a wheel tax in place: Milwaukee, Janesville, Beloit and St. Croix County, the Eau Claire Leader-Telegram reported Sunday. Besides Milwaukee — which has a $20 per vehicle fee — the fee costs motorists an additional $10 annually per vehicle. There is no limit on how high the fee can be, although historically no government body has exceeded a $20 annual fee.

Wisconsin law allows any town, village, city or county to collect an annual wheel tax in addition to the regular fee paid for a vehicle, according to the state Department of Transportation’s website. The DOT collects wheel taxes for a municipality or county, keeps an administrative fee of 10 cents per vehicle and sends the rest to the municipality or county.

However, the tax is so unpopular that since it became an option to cities in 1967 and counties in 1979, only nine governments have imposed it. Chippewa County could become the tenth on Sept. 12, when the County Board votes on imposing the additional tax. The board initially discussed the topic at its Aug. 12 meeting, the Leader-Telegram reported.

“Dependable road transportation costs money,” said Chippewa County Administrator Frank Pascarella, who proposed the tax.

Well of course this City (Racine) having no money as our Mayor has said time and again. needs to find more cash Madison will not be send more $$ to help our Mayor, who instead reducing spending say on Rootworks  or taking trips out of town,  will have to look around for more money so guess we will see A wheel tax tried in this fair City.

As I see it, two maybe three alderman might vote no, the others will I am thinking will pass a  Wheel tax

How much one bring in? In a City the Size of Racine? maybe a million maybe a bit more perhaps a bit less.

Will this new money help in any real way? Of course it will the Pig called Goverment must eat!

Just think what good this money will do for Downtown Racine!

After all that is all that matters not a Bus that runs, not a fully staffed Police department, but the illusion that the City of Racine has something going on

Oh who gets hurt by a Wheel Tax the working poor, who will be hard pressed to come up with yet more money for another tax, needs a car to go to work.

“On Wednesday, the Committee of the Whole voted 6-4 to receive and file Alderman Eddie Diehl’s proposal to create a policy that would require anyone taking a trip on the city’s dime to submit a written summary about why the trip is necessary.

Diehl as well as aldermen Krystyna Sarrazin, Mike Shields and Henry Perez voted against receiving and filing the proposal. Diehl announced officially last week he is running for mayor.” … (why is the last part even in the story Oh I know Diehl must be discredited, I get it)

So a short report is too much to ask before the City starts spending money but lets keep reading,

…The one-page summary would have had to spell out the purpose of the trip, including an explanation of why travel is necessary or why the aim could not be achieved through a conference call or web meeting, as well as the goals of the trip.

An additional one-page summary of the accomplishments of the trip and the next steps would be required upon the employee’s return.

“I want the council to be able see what other people are doing and how money is being spent. It’s another way for the council to be the eyes and ears for the taxpayer,” Diehl said of the proposal last month…. looks O.K. to me

But not to Mayor John Dickert’s good pal keep reading

– they trusted department officials to make the right decisions regarding employee travel.

Others disagreed more sharply.

“The best way I can describe this (proposal) is micromanagement,” Alderman Q.A. Shakoor II said.

Wait a simple one page form is too much to ask? to try and save money in a city that has none, and effectivey laid off  Policemen, turned off street lights to save money and in the past our Mayor has begged Nonprofits for money? BTW we just lost another Tax Assessment case must pay a sum of money back, and there are at least two more Tax cases in the Court, but trying to save a few $$ is as Q.A. said Micromanaging?

Wild, fucking wild, of course Q.A. did little if anything to slow down Team Porters or Delta Hawk spending that cost the City how much?

Now the City is looking at Machinery Row and how much will that cost the City well I should say cost us we be the suckers paying for it.

After all Q.A. thinks we simply should trust our City Leadership after all they done a good job keeping us at number one, in unemployment!   Keeping the City out of court like the Unions suing the Rico Case all the Tax cases in court. How dare anyone not trust our Mayor who is after all Mayor 274/7 when he is not working for a Lobbying firm or making sure women in Racine have a good time
