Call To Order
Larry Gregg called the meeting to order at 6:00pm. Gregg noted the misspelling on
the posted agenda.
Public Comment
John Polodna thinks the ordinance giving definition to the Cable Commission is
important. He also thinks it is important that Belletv should continue its membership
with WCM, formerly known as WAPAC. The membership dues are $260.
Standing Buisness
Minutes from June 17th, 2013 meeting
Walter Feldt requested that the June meeting’s minutes have added that the motion
passed. Alderman Dehahn made a motion to approve June’s minutes as amended,
seconded by Kimberly Kane. All approved.
Staffing
Dominic reported that Alex has been let go. Justin Christiansen has been hired as a
part-time video editor, shooter and other tasks.
Programming/Productions
Dominic also presented an equipment list with the cost of each piece and gave a
description of why each piece is needed. The main purpose of the improvement in
equipment is to create high quality broadcasts on tv and internet. Alderman DeHahn
made a motion to approve $30,400 for the broadcast budget, seconded by Feldt, all
in favor, motion approved. There is some potential to sell off some of the current
pieces at a depreciated value.

Old Buisness
Alderman DeHahn presented his concerns about Belle TV website. Ben and Dom
will look in to it.
They will also define standards for acceptable programming and will run it past Atty
Rob Weber.
Logo, rebranding, Mission Statement, Web streaming, updated ordinance, cable
commission duties
New Buisness
Discussion about what are the Cable Commission’s duties. Are the duties the same
as before Skies Fall contract with the city? Larry Gregg presented a handout of the
duties and responsibilities for the Commission dating back to 1969 when cable tv
came to town.
Walter Feldt recommended the Cable Commission change its name to better reflect
our new responsibilities.
Dominic has started a guideline of policies. Ben will talk to other stations about what
they do so no one has to “reinvent the wheel”
Gregg also handed out two suggestions for the channel. Tom Rolfson made a
motion to approve no greater than $1000 for WCM membership with money to attend
conferences. Kimberly Kane seconded, all were in favor. The motion passes.
Join Wisconsin Community Media, suggested procedure for Community bulletin
board and ads or sponsors, and rules for producers updates
Polices and Procedures update.

Adjournment
Alderman DeHahn made a motion to adjourn the meeting, seconded by Rolfson.
Meeting adjourned at 7:19pm. The next meeting will be Monday, August 19 at
6:00pm in the City Hall Annex.

Must be nice to be Mayor of Racine, as the City removes Street lights, lays off Union workers, ends signed Union Contracts, wants to close Fire Stations, Raises Taxes and Fees.

Begs the residents to give money, begs us to preform the jobs that the City would be doing but no longer can.

IMHO is thinking of ways to raise money anyway it can…

Is this to keep Fire Stations open?

Is this to keep Police on the Job?

Is this to keep the Trash pick up? (Wait did not the Mayor just beg us to help do that at the Beach)

Time to stand up Racine 1st we remove Kaplin and then every Yes man of Mayor Dickert.

There is a lot of pressure  we can use from cronys  behind on taxes asking no demanding the County take the property  to showing up at meetings are just saying NO! to Voting the bum out when we can.  However it must start now. I t must start with us.

Or should we do the work we pay taxes for to be done so Mayor John Dickert can go to France/China or God know where?

With the Start of Baseball, I think I should score Mayor John Dickert oh on he  has done on major Racine issues!

1)  Delta Hawk: Promised 100, Alderman Dehann said they have hired 6.  Delta Hawk will not say how many they have hired. I think the number is 0.   You would think Delta Hawk be cheering every hire!

2) CAR 25: So far 1 Full Time 1 Part Time City worker laid off. J-T said the City has offered them jobs (Contract labor) I have talked to both of  them, I was told they have no offer saying anything thing about a job, as  in hours, wages of a job offer.

Sky Falls takes over on Monday 4/1/13.   Will they know how to turn the station on?  What Subcontracts will show up? What might the Subcontractors  relationship be with The Mayor be? Was this all part of the deal in advance?

3) Ave Foreclosers per Month?  Well Month of March 2013   1 a day!

4) Team Porters.  Any Work being done yet? Will any get done? A lot of money in play here. What’s going on?

‘fraid so. This creature from the deep’s a fuckin’ monster… Literally. I’d say you got off easier than the others. Getting your top pulled off is usually just the start for this guy.  And, you say he just ran off after he saw your.. um.. your chest region? 
Sarah:
Yeah, off into the dark night. I ran home completely disgusted. This guy was just as slimy and smelly as most racine men, but the way he ran off, usually racine guys wait until you’re pregnant to do that part.

Peter:
Well, shit. Maybe your chest uh.. Forrest Gump’ed him or something.

Sarah:

Peter:
Yeah, ya know. Monsters can arrive early to the party too sometimes. It’s embarrassing, I mean, I imagine it’d be embarrassing. (lights cigarette) You mind if I smoke? Calms the nerves.
Here’s the thing. This monster’s been here longer than most of these downtown yoga shops and hat stores. Problem is, can’t nobody take him down. He’s killed two cops, and three private I’s. So in my older age I sure as shit ain’t trying to pick a fight with this creature.

Sarah: 
I’ve lived downtown by the river for almost four months now. I’ve never heard a word about this thing…
Peter:
Lotta crime in this city you don’t hear about.  When you got a newspaper that sucks city hall’s dick for a living, ‘scuse my language mam. And the police department, they don’t want some disgusting, over grown, river freak messing up their downtown crime stats. So if they’re willing to reclassify an armed assault or two, what’s the big deal about lying to the public about a river monster?

Sarah:

Peter:

 Alright look, you didn’t hear this from me. You definitely didn’t hear this from me.  You know Mayor Dickeey? He’s got a lot of friends in this city. And if you’re a friend, it don’t matter how fucked up you are. Your ass is covered. You could be 70 grand behind on your taxes, a useless bum with a radio show, whoever. Your ass is covered by this mayor. 
Sarah:
Why the hell is our mayor friends with this perverted monster?

Peter:
They were best buddies back in high school. Some catholic brain washing university if ya ask me. Anyways, this river man didn’t always used to look like he does now. Right outta high school he got a job at Jeffeson Wax, as a chemical engineer.  They say he was brilliant, but didn’t even last a year on the job. Poor guy got addicted to the lemon-flavored window cleaner he designed. Started free basing lemon heads and heroin. Fucker mutated himself, grew gills and fins, took to living under water.
Sarah: 
Jesus… I almost feel bad for the sick fuck. So you can’t help me, and everyone in this little city’s too scared to upset the mayor and kill this thing?

Peter: 
Sorry beautiful, but you got that right. If the monster doesn’t kill you, Dickeey and his friends will find a way to shut anybody up. I know a couple ladies that just might be crazy enough to help you though. Lemme see if I still have a number for them. (Goes through desk.)

So why are we

 

 

So why are we doing so much to keep Downtown Racine a float? What’s in it for say West Racine? or the Southside?

Many Properties are behind on taxes. If things are booming why? If renters are doing well Rents should be getting paid, so what’s the Story? What is the total amount owed in Property taxes in The Tifs in the Downtown area?

My guess  this is the highest concentration of Bars are in this area of Racine. How much Police resources are spent here? Are folks on The North side in jeopardy because they  are not the officers free that are needed elsewhere?

I expect that Case will be reducing the number of employees soon in downtown Racine.  Case is also NOT looking for more City Spending and are up to date on Taxes. They are not begging for money to prop them up from the City of Racine. They owe a duty to the shareholders NOT Downtown Racine. Case I expect will act that way.

J Wax too is up to date on Taxes and I believe if the economy goes south will seek to combine operations to save $$. Will that mean moving employees elsewhere?  I  so can see The Mayor of Racine begging J-Wax not to do so for if say 150 workers moved to The County  we see bushiness fail. The City has a lot riding on the image of a booming downtown. If as I am told that some in the Downtown are on the edge of failing. How do they make it?  Is the City’s job to keep them afloat?

Kinda of hard to maintain this image with empty store fronts.

Should your taxes go up to save the Downtown? Should your street light get turned off for the Downtown?

The raising  unemployment  rate will make any new store hard to say open. How many Bars can the Downtown support?

How does the Downtown draw more to shop when so many Property owners are behind on Property taxes?   How will the public react should the County start going after properties for being behind on taxes?

IMHO not one more $ gets spent until something is done about this issue on the Downtown.

I find it interesting that Fair and Cole won the primary. That those found to run by the Mayor for the seat was unable to win.  This is very bad news for the Business owners  in the Downtown that where counting perhaps on more City Spending.
