When it comes to funding government projects, taxes are as unpopular as they are necessary. No one’s enthusiastic about their taxes going up, but eventually it’s recognized that taxation is the way the project is funded.

One method that some Wisconsin communities are turning to as a means of funding road projects is an additional vehicle registration fee, what’s known as a wheel tax.

The wheel tax is one of the few options local governments have to raise money exclusively for transportation-related purposes.

Four Wisconsin jurisdictions have a wheel tax in place: Milwaukee, Janesville, Beloit and St. Croix County, the Eau Claire Leader-Telegram reported Sunday. Besides Milwaukee — which has a $20 per vehicle fee — the fee costs motorists an additional $10 annually per vehicle. There is no limit on how high the fee can be, although historically no government body has exceeded a $20 annual fee.

Wisconsin law allows any town, village, city or county to collect an annual wheel tax in addition to the regular fee paid for a vehicle, according to the state Department of Transportation’s website. The DOT collects wheel taxes for a municipality or county, keeps an administrative fee of 10 cents per vehicle and sends the rest to the municipality or county.

However, the tax is so unpopular that since it became an option to cities in 1967 and counties in 1979, only nine governments have imposed it. Chippewa County could become the tenth on Sept. 12, when the County Board votes on imposing the additional tax. The board initially discussed the topic at its Aug. 12 meeting, the Leader-Telegram reported.

“Dependable road transportation costs money,” said Chippewa County Administrator Frank Pascarella, who proposed the tax.

Well of course this City (Racine) having no money as our Mayor has said time and again. needs to find more cash Madison will not be send more $$ to help our Mayor, who instead reducing spending say on Rootworks  or taking trips out of town,  will have to look around for more money so guess we will see A wheel tax tried in this fair City.

As I see it, two maybe three alderman might vote no, the others will I am thinking will pass a  Wheel tax

How much one bring in? In a City the Size of Racine? maybe a million maybe a bit more perhaps a bit less.

Will this new money help in any real way? Of course it will the Pig called Goverment must eat!

Just think what good this money will do for Downtown Racine!

After all that is all that matters not a Bus that runs, not a fully staffed Police department, but the illusion that the City of Racine has something going on

Oh who gets hurt by a Wheel Tax the working poor, who will be hard pressed to come up with yet more money for another tax, needs a car to go to work.

A source at City Hall tells this Reporter that the  City will settle with

litigation in which the City of Racine is or is likely to become involved, and pursuant to sec. 19.85(1)(e)

Sears will do a  settlement vs the City wining?  See if the City was going to win the City would not settle right but if Racine was going to LOSE this and pay God knows how much we would come to an agreement right?
So for how much? 100K 200K  More?
Question then is how do we pay this? More Police Lay Offs? More turned off Street Lights?
Will this force the Mayor to quit looting the City? Quit giggling of course helping his pals such as talked about in the RICO refiling is my by reading of the filing his only job., right?
Of course as the Mayor has told us we have no money not a Penney so how do we pay for this and the other cases in the courts?  Have a Garage Sale?  What fee will go up what new fees be invented?
How many more will walk away from homes they can not longer afford?

Alderman Terry Mc Carthey telling me as President of the Council he is allowing me to sit in the Press box until  my “status” is approved By the City Attorney because of questions others had.  Would not tell me what questions or who had them.

Walked away as I was still trying to find out what was going on.

I explained that I emailed my information a few days ago and had got nothing back on the email.

The Alderman told me I would know my status by the next meeting.

Note here I am taking my note on the meeting. The Lady next to me  is from the Journal Times IMHO the Mayor’s pet paper and part of his propaganda team.

Is that the real issue that the WDI is NOT part of his (the Mayor’s) Propaganda team?

Many have screamed about the City and its spending after all Mayor John Dickert himself said we have no money when he busted the City Union contracts even though we will see this Monday 10/22/12 how much The Mayor wants to spend on Rootworks

Now we read that Mayor John Dickert has joined a group that as the J-T tells us ” Dickert part of new Wis.chapter of group for national debt cuts”  wow why might this be?

Is it because the Mayor seeing the handwriting on the Wall that Obama will lose (YES!) and there is no money come to save Racine, that Walker has great cause not to doing thing for our Mayor other then I hope to start an investigation on how Racine works so in some strange way thinks that by joining this group he could make new pals and get the $$ he so badly needs?

This week we will see the City of Racine Budget for 2013. Be interesting how can he be a member of this national debt cuts group and try ANY type of silly spending?  Is this just something for his Resume to run to fill Ryan’s seat when he becomes V.P.?

So I go out of town for a few days (I loved talking about Racine WI  to folks from around the world but that’s another post. ) and I come back and read this Headline from The Journal Times Oct 2 2012  ” City seeks help -Letter asks tax exempt groups to help pay for services”

So we as so busted our Mayor John “I love Obama” Dickert is begging for money

From the Paper ”   Mayor John Dickert has said repeatedly that Racine is facing a dire budget situation next year.

To help the city better cope with the problem, and possibly mitigate cuts to services, his office sent out 182 letters to local nonprofits last month, including churches, asking the tax-exempt organizations if they would consider paying a portion of the property tax the city would normally charge them if their properties were taxed.”

 

Can you believe that? He is begging for money. If that is not begging I do not know what is.

Of course we get a bit more ” Dickert said he got the idea for the program at a recent United States Conference of Mayors meeting.

“One of the mayors put out a letter of this sort and he was shocked by the amount of money that came in,” Dickert said. “I said, ‘you know what, the worst you can do is ask,’ and if you got somebody who is doing better than usual maybe they can help out during a time when we are having some difficulties.” ”

Some difficulties he said. Lets play the tape:

The City (His City) had to pay at least 100K for The Mayor’s legal bill we do not know how much the settlement has cost  we do not know how much the cases about the Mayors Neighborhood Stabilization Program will cost or the City Union’s suing the City for busting the SIGNED contracts will cost.

If the stories about the City of Racine Grant writer suing the City are true how much that will cost.

All the about would be issues for sure and sucks cash out of the City. So we are busting flat no money busted.  So line up and toss your $$ in Mayor John Dickert’s tin cup. After all ” “We are saying to the people that do have the means, ‘let’s work together,’ because these are services for all of us,” Dickert said. ““We are not even asking for people to do this every year. We are just saying that we all need to work together if we are going to get this done.””

You may read that I read can you help a Mayor who is truly in a world of hurt and sees the writing on the wall Racine has no $$ Obama his hero is not going to save him, Justice in the form of the Wisconsin Dept of Justice just might be looking at Racine and the Games that our City’s leaders are playing.

Wow will Our Mayor provide more entertainment better then what we might find on HBO?

Sadly I see things getting much worse perhaps if a group does not pitch in they will be put on a list? Once on the list perhaps UNIT comes by? Could something like that happen?  After all this is Racine from Mayor’s who like 14 year olds to Mayor’s who sue the City he runs welcome to Racine!
