So one of the members on the Racine Redevelopment who ownes three Bars/Liquor Stores within 1.5 MI of the proposed Arena voted for the study now a guy who WILL benefit from this arena being build votes for it to me a pure conflict, oh by the way a good pal of our Mayor and worked on his election and reelection

Now this may not be  sign of corruption, but to me sure looks that way.

With so much money on the line should we make sure that everything is above board?

After all Machinery Row , you know the development we got told was going to be high end Condos, stores, many from IL coming to Racine to live now has the developer in default and the only thing being looked at to be built is two if not three low income housing projects so close to Downtown Racine, oh joy!

The fund could be used to make loans of $25,000 or more to small businesses that employ or hire low-to-moderate income Racine residents.”  “… Loans would be ultimately be approved by the city’s Redevelopment Authority and the City Council, according to city staff, but the vetting of loan applicants would be handled by the Wisconsin Women’s Business Initiative Corp. and/or the Racine County Economic Development Corp….” Oh what pal of Mayor John Dickert serves on Redevelopment Authority?  A man who may sometimes not vote on issues maybe conflicts of interests?  Who is talked of by word on the streets of wanting to start a Brew Pub in Machinery Row?

But back to the story The telling part for me is this “…The money for the loan fund was made available as result of shift of CDBG funds from public infrastructure to economic development and job creation….”

Public Infrastructure  Things like Roads bridges and SIDEWALKS can you say Sidewalk fee to make up for the short fall even perhaps help put more money in what I can only see as a shush Fund for pals.

Big question when does leasing start to take place in Machinery Row  who will work that angle and how will they know (and they will know) our great Mayor.

See the City and County of Racine have real issues mostly because the city of Racine has no money the City of Racine is over 200 Million in Debit that’s right over 200 Million the City of Racine is time and again #! in Unemployment and from reading Racine Exposed  we know that property values are dropping to the point that some buildings once worth over 500K that last year sold for less then 10% of that.   With that add the idea that the county has made little or no effort to seize for back taxes not homes but buildings in the downtown some owing over 5 years of taxes, this tells myself and others that property in Downtown Racine has little or no value.

So with all this going on what are we seeing our local leaders doing?  Cutting Costs  ? Selling unnecessary   Real Estate?

See  the City and County have a plan, the plan as I see it is invest $$ in the Marina  and we will pretend its working!

Now in Union Grove there was a Feed Store selling to Farmers and others in Union Grove the place closed last year. Sad truly Sad a store serving Farmers closed. Might it been nice if THEY GOT FREE RENT?  Or can only places catering to “The Boaters” in the Downtown, the same downtown that many building owners  are behind on taxes get free rent well not free, see the tax payers are paying for that are we not?

Working together a plan will be thought of consultants will be hired bids will come in and $$ will be spend

The cynic in me thinks   that the plan will say great things and the powers that be will get on Dickert’s Network and lie and lie.

Money will be given to Good Old Boys who own companies so a few Union guys get $$ to spend change orders be given  to make sure the max Rape of the Tax payer will be done but at the end of the day all that happens is that you get fucked for a few Good Old Boys get $$ hey lets play a game:

To be clear I think given the facts The County had to buy the Marina and IMHO due to poor maintenance by others must spent funds in upgrading/ repairs.

In a few years (say 5) we should be able to recover the investment from fees charged to those using the Marina. Then be able to sell this.

On the other hand, if we are to host Ship Owners fees MUST be based on a break even and not hand outs idea.

As well, Ship Owners and others using the Harbor must go above and beyond to keep the Harbor,Lake, and River clean

The Laws about pollution must be enforced.  Perhaps A Racine County Deputy  could be at the Marina to insure this and the costs paid for by the fines charged. Maybe some costs shared with the DRC?

We can not afford to use Bonds on ANY part of the Marina at all UNLESS a Documented transparent need is discovered and the public brought in to the resolution, no way a Racine City Hall Bathroom scan can be allowed to occur.

One of the last acts of Congress is to discover this was a plot by the Obama Goverment to keep power with the help of others such as !!! Mayor John Dickert!

This of course results in civic war race war just plain wars.

In Racine WI Mayor Dickert (renamed) has fortified the Downtown Racine area and rules with an iron fist.

The Hero (me!) in chateau Clingman is resisting the evil that is Downtown and has allied with a band of Pirates known as The Root River Pirates to fight back with the hop of one day helping this area be free of evil and work it’s way back to some sort of Freedom.

I was wrong!

Yes I was wrong and I admit it. Unlike say Mayor John Dickert I know I can be wrong and know  when I am I can say so and move on

What I was wrong on was the Reef point Marina and like I said on my Podcast today and an earlier post that I made a mistake I like to thank UP for his taking the time and explaining things to me that I did not understand, allowing me to follow up on info he gave me to learn more.

IMHO Jim Ladwig did the right thing to get Reefpoint and doing the right thing by investing it this and the upgrades planed so far.

Numbers do not lie.

Reef Point holds about 950 Slips rents run from about 1800 to about 2300. a year to rent, A good marketing effort should see about 50% rented this year or   say 600K brought in next year on I see 75% rented or about 700 rented at the same cost (Low balling rents based on size ect) for about 1 million brought in.

The profit will be reinvested in the Marina NOT shared with the City of Racine. so I see the county doing well on this investment.

I fully understand that a effort will be made to not only to bring in large craft but more local,area, State and outside Wisconsin Fishermen/Small pleasure craft to Racine launch fatalities. This money I understand goes to the City, there might be efforts to force the City to share or at least show where the money went.

Preventing   what IMHO I will call Mayor John Dickert lining his pals pockets and not benefiting the City of Racine as a whole.

Will spin off occur to help the Downtown? I do not know. I have been told that R.P. is doing more to work with the DNC. ( I hope that’s a two way street) so I guess some benefit will happen  how much I do not know.

I can also see opportunities for new businesses  around the Marina from repair to delivery.

Will this go smothly no  issues will happen, I however trust Mr. Ladwig more then Mayor John Dickert to fix them WITHOUT giving $$ to pals. I can also see Racine County seeing the other oppertunies that the City refuses to act on.

I did talk to the County Executive today about my fears and he was able to reasure me about them, as did the Marina Manager.

I will be removing my old postings to reflect my new thoughts on this issue.

Opportunity is all around! We just got to go for it. Try what we will win or lose.

With the New Blogging on Racine Exposed (Got to be written by an old  school Journalist its that good)  and the issues we have, the beginning of the Racine Communicator covering (Doing a great job) stories needing full time resources, my efforts need to go back to The Root River and the “fun times” that I think Rootworks will bring to the city of Racine, note I said “Fun times ” not jobs not a rebirth of the Root River, no sorry IMHO just the Friends of Mayor John Dickert making bank and setting up others (Members of the Suicide Cult) to risk all and take the fall.

Yes not only will I be blogging on this but between speculation in Domain names, The Film “It Came From The Root River ” working with others to create Urban  Agriculture business opportunities for all vs tourism  for the rich white downtown .

I am sure from time to time I will post on issues in Racine here but my focus will be the Root River.

The City of Racine has no money we all know this our Mayor John “Only State ran Media allowed” Dickert has said time and again. Case in point why the city ripped up the City Union Contacts we have no money.

Why did the City want to close a Fire House we have no money.

At the same time our Mayor wants to spend more money to do so he raised taxes about 5% proposing to outsource CAR 25 to pals in Kenosha (as he saids to save $$ yet the act will cost more money) but as you will see what I think Dickert is doing he will need a “State” controlled Media, Dickert must be King of all media.

Add to this that fact that the “Tourist” area of Racine is not doing so well  A major employer has relocated outside the City. Shops are closing more and more empty store fronts. Even a Hot Dog Stand has closed.

Many property owners are behind on taxes in the Downtown area, even more sadly some business  owners from State of Wisconsin Records maybe as much as 60K behind. 60,000 assuming the State records are right that mean to me that the Downtown is in very sad shape, or we have some in Racine who think that Taxes are only for others to pay.

More tourism to Racine spending money would only help an area that is well as I see it a sink hole of failing businesses, properties far behind on taxes and other then bars empty after dark.

Who better then The Mayor to help send businesses  your way?

How to do this?

Well what I think we will see The official Mayor Dickert Network do a series of CATV productions high lighting the City of Racine focusing on Downtown and North beach this programing will not be part of CAR 25 (Hail John Dickert) but be contacted by the City of Racine, RCEDC, RAMAC, and say the Zoo (all under the control or are pals of the Mayor) . The new operators of CAR 25 (Pals of the Mayor)NOT  Car 25,will be contacted for a fee to create and produce the shows. Should this happen keep your eye on who else gets sub contacted to help.  Perhaps part of this effort is to reward long time pals that so far have yet to feed at the City Pork Feeders?

Of course other political  hacks like Rep Cory Mason will be used to promote their own projects like RootWorks. Thinking RootWorks will have $$ to help pay for this effort, after all one of the talking points of RootWorks is to create tourism to come to Racine’s Downtown. Just look at the map of where RootWorks will be directed to the Downtown area. Its all about the Downtown.

The Shows will be put on CAR 25 and I would hope You Tube and Blip TV.  I would think that an effort would be made to get them on both Milwaukee and Chicago air to try to bring tourism here. NOTE THE WORD TRY

Well the right kind of tourism WHITE folks to spend cash in the downtown area.

Of course the Mayor will say if true or not how great this idea to bring tourism to Racine has worked and numbers will be produced to say how wildly successful the program has been, there by justifying the $$ spent and the need to continue to do so (Spend money)

Now  State Law allows for this:  “In 1997, the legislature authorized municipalities capable of qualifying as “premier resort areas” to impose a 0.5 percent sales tax. Wis. Stat. sec. 77.994. A municipality, by a two-thirds vote of the members of the governing body who are present when the vote is taken, may declare itself a premier resort area by enacting an ordinance or resolution if at least 40 percent of the equalized assessed value of taxable property within the municipality is used by tourism-related retailers. Wis. Stat. sec. 66.1113(2)(a). The definition of “Tourism-related retailers” lists twenty-one classifications of retail businesses including: variety stores; miscellaneous general merchandise stores; retail bakeries; gasoline service stations; eating places; drinking places; drug stores and proprietary stores; liquor stores; hotels and motels; and public golf courses.”

 

And part of the Marketing effort of Racine as a tourist destination words that I recall the Mayor has used to describe Racine  is to do exactly this

The law also said : “However, the tax proceeds may only be used to pay for public infrastructure expenses within the premier resort area’s jurisdiction. Wis. Stat sec. 66.1113(2)(d).”

Gee this sure would go along ways to help pay for Bike Trails and Foot Bridges for Root Works. Might even go to help pay for other parts needed for RootWorks like buying Marina’s in tax issues then creating a Mall on the river.

This speculation on my part goes to explain the need for the Mayor John Dickert Network and the push on RootWorks.

2)  More Bars in the Downtown for Max drinking
