Ethics Board 3/31/14

The Board meeting was nothing to write home about just how the hearing of evidence will be handled  in the next hearing the first week in May. The Hearing will be closed to the public unless Mary Osterman wants it open, however I am told by the City Attorney that the records and documents are PUBLIC RECORD this could prove to be useful to the folks suing the City  with the RICO action.

Far fewer at this (Members of the Public) then the last time no Journal Times  no Real Racine TV

I know I will be called as a witness as will members of the City Cable Commission and staff of Belle City TV with records being asked for like I said the records will be public records after the hearing is over may be very useful to the RICO folks.

The big event this morning was when Mr. Spodick, Scott  Nelson, and I are walking down the hall to leave City Hall and down the West Steps is Mayor John Dickert   who starts I will call verbally attacking Mr. Spodick about Back Taxes this goes on for about say 2 minutes as he leaves the building.

We wait inside until we know the Mayor has left the Parking lot.  We thought be best to just let him yell and walk away from anytime of conflict

Wowser! The Mayor feels he can yell at members of the Public when he feels like it? Is this something we should expect from our Mayor?

Might the Mayor of Racine feel the pressure of the RICO action? The Ethics Hearing over CAR 25?  Is stress getting to the point of our Mayor needing to seek treatment over said issues? Clingman’s Clink!

 

Back long ago talking 1960’s my father owned a bar in Baraboo WI, called Clingman’s Clink, he owned it for a number  of years I  think 62-68 or so. I was very young so do not hold me to the dates.

The name came from the fact the bar was across the street from the police station/City Hall

The Bar was right downtown and open 7 days a week from early Morning to Bar close.

The big draw he has was….. Go Go Girls! Not topless but Dancers on the bar

My Dad would tell us kids is that is how he made his money selling that Bar for it was not a game for a man with a wife and kids.

He did say time and again that if you were a young man with no wife that be the business to own if you did not become your own best customer, he go over the numbers sometimes to show me why he thought that.

This was all brought back to me during phone calls yesterday so lets to to the Twilight Zone

and do a game of let’s pretend that I own a bar in Downtown  Racine WI  or Clingman’s Clink revisited!

My bar will just sell booze light snacks with a Pool Table/Dart Bord and of course  just one Coin operated video poker, lets see how the money might be like.

Beer

I can sell by low end beer say brand x at a 100% mark up all day everyday.

I can even do better if I sell the tap version far more. If I pay $100 a keg and get only 160 12 Oz Glasses  out of  one sell a  glass for   $1.50  not too bad I do better because if your buying tap beer  your more then likely staying to play Pool-Darts or God Bless you my Video Poker Machine. !!!

Mixed Drinks is mega bank!

A bottle of cheep Rail Rum is say  $20 and I get say 15 shots out of this and sell Shots for $3.00 I am making $25 per bottle

If I am selling a name brand booze yes I am paying a bit more but now selling the name brand for more too  say $4.00 a shot I am more then making up the added cost.

If I am do mixed drinks (mostly women drink the mixed drinks I have found) I going to sell them for about $5 I may not not do so well but: 1) I am using Rail Booze and 2) If I have women coming to drink I have men stopping in. This is a good thing.

The snacks we sell at say 25% over cost we have a popcorn machine for free salty Popcorn are you thirsty? Have another drink

Soda: Good question, talking to folks in the business tell me that the cost to fill a 20 Oz glass with Ice and say Coke is about .10   sell a glass for a $1. 00 and give it away to the self Id sober drivers, not going to lose a lot and hey someone might now make it home alive

 

The games   are my bread and butter!

All cash no accounting for the cash 100% pure cash

The Pool Table Dart Board charge the price needed to pay for them and a bit more to sponsor a team a Women’s team have them come to the bar after see the men follow poor the drinks

 

The Poker Machine is pure $$$

Its going to be used as many are in this city from open to close. the users will buy drinks lots of drinks when one is done someone else will sit down.

How many times will the play key get hit? 1,000 2000, maybe 3000? Even if your returning 80% that’s 200 a day all cash your making cash.

Even at a 80% pay off that’s what $200 a day per machine  So what how much can this my my mythical bar make thinking $300-400 a day, and a good amount tax free.

Mindy you I underestimated the amount one could get from a Keg of Beer or a bottle of Booze

nor did I work out the Food income but you get the point I hope there is good money in bars

Damn good money Maybe I revisit this post and talk about how more interesting ideas can be used to make a bit more $$

And why Downtown Racine is filled with bars

Dear Mr Chiapete,
I am writing this correspondence to you in regards to questionable activities related “Rootworks” a project of the Root River Council intended to transform 3.26 acres of the Racine’s downtown river corridor into a live, work, condominium, boardwalk redevelopment plan.
I am concerned with two of the Rootwork board members in particular, Marty Defatte and Monte Osterman, whose role in advocating for Rootworks demands closer scrutiny. I believe they are involved in a behind-the-scenes scheme that is ethically questionable, and from which they will use their offices and positions to profit from the sale of Mound Ave Bluff property, which would be purchased with city financing and a DNR grant.
On March 4, 2014, Monte Osterman, Root River Council Chairman, Racine County supervisor and owner of Osterman Marble and Granite, spoke before the Racine City Council to advocate that public money be spent on Rootworks. Monte Osterman neglected to mention that he also owns a private business named  Osterman Marble and Granite which is located at 1251 Mound Ave. Therefore he has a personal financial interest in the proceedings. The same building his fellow Root River Council member Marty Defatte is selling as a broker for Shorewest Realty. Sec. 2-580 Failure to disclose economic interest.

Sec. 2-581 prohibited conduct.  a. Violation of work rules. b. Use of office for private gain. d. Taking action of affecting a matter in which an official has financial interest. f. Misconduct in office.

 

 

Inasmuch as these two gentlemen knew as early as 2008 of the proposed development of this land (due to Osterman’s position with Rootworks) is it not suspicious that he chose this location for his granite and marble business when so many other suitable properties are available in the city that would not require him to relocate again within a short time?
Also in a hurried up effort to secure funding, proper, required, and legal procedures were violated. On April 1, 2013 at a Racine Redevelopment Authority meeting it was decided to apply for a Knowles Nelson stewardship grant from the Wisconsin Department of Natural Resources. Allocating $25,000 for appraisals and surveys Matt Sadowski assistant city planner stated that the request for proposals would be sent out for bidding. No request for proposals was ever sent out although the statutes are clear that one was required. The appraisals and surveys were conducted on April 18, 19, of 2013 and completed on April 22, 2013. Three days of work. $15,700 for appraisals, $4,944 for surveys, attorney fees of $2,000 and title work for $1,500 for a total of 24,144. How was a figure so close to the allotment arrived at with no proposal having been offered or approved within the 17 days between the allotment being made and the work being performed?
Section 2-332 of the City of Racine ordinance is quite clear that the Common Council must first provide approval prior to applying for grants. Shouldn’t the results of the April 1, 2013 RDA meeting, resulting in resolution 13–05, have been forwarded to the finance and personnel committee for discussion and a recommendation then to the Common Council for a final vote prior to the proceedings? It was never done. John Dickert and Matt Sadowski rushed through the process contrary to law and without all the required approvals and submitted the paperwork to the DNR on May 1, 2013.Sec.2-332. Duties 4. Sec.2-108 b d. 946.72 Tampering with public records and notices.

 

 

The entire process of requesting a grant from the Department of Natural Resources has been flawed. The process of purchasing the Mound Ave Bluff is also flawed an investigation needs to be opened and inquiries made. Who knew what and when? I am asking t for a full investigation into this matter.

 

 

I believe this is not the only violation the City of Racine has committed and I intend to bring those to your attention as well in a timely manner.  Until then, I look forward to your response regarding the above irregularities regarding the “Mound Ave. Overlook” project. I have enclosed a media investigation packet into the allegations I have made. All the statements made are backed up by official documents.

So I went to the Fiance meeting tonight for the discussion of what I will call lets give money to Mayor Dickert pals  grant

I thought that once this committee heard the questions that Ed D had for Matt from City Planing  and Matt’s answers  we see this grant that will benefit two members of the Root River Council financially at least slowed down to find out what is going on with this right?

Did not bother anyone but Ed D and he was upset but the tide flowed and it got passed over his objection, after Matt got done I asked him in the hallway if what happened with this grant or who is looking like will benefit bothered him in anyway and he answered “No”

Well this is Racine after all and well we are know by many as being a corrupt city on a Great Like.

We will see if the forthcoming ethics questions and the request to the D.A. to look into this will do any good, as well I know that many other Fed and State groups have been will be contacted maybe someone looks maybe they do not

The more shocking part is this we have folks that truly believe that  soon real soon the gold will flow due to the many who will come to Racine and build build build!

Should a bit of $$ get put in someones pocket lets just look the other way and just think good thoughts on the buildings that will get built!

Of course this idea overlooks the poor state of the economy, this city’s lack of jobs and poor schools, must be the great tasting Water that will bring them.

No one is coming to Racine for anything the only thing coming to Racine is this

Out tax base is only going to shit and worse as the City buys up property that once was paying taxes but soon will not be but do not worry, we will get to make that up. So many more of Mayor Dickert’s pals can get paid.

Got a call yesterday and the caller and I talked of many thing, as I hope I was able to explain myself and give my thoughts on the questions he asked (I still think the call was recorded) the big take away I have is this, if I only tried harder to fit in if I only wrote more positively on Racine and our Mayor/City the doors that would open …

I have herd that before more then once and I am kinda shocked that that folks still believe that

Somehow if we only said good things the issues that bring this city into ruin somehow would go away.

To buy into this idea and I do not we would need to forget oh lets name a few issues

Team Porters the misinformation to the whole deal falling apart

Delta Hawk and the lack of jobs this company spoke of when they came here

The Poor job Racine Unified has done and IMHO still continues to do.

The falling property values of the City of Racine

Issues on the Downtown/Reef Point

The RICO suit

and that is just a few.

Is the idea if we do not talk about the above and give Mayor John Dickert an open check book things will be better or maybe if we let the Mayor go wild and his pals get bank we might get our turn! You tell me I have no clue

Maybe if only Hitler’s staff been more positive abut  the Eastern front the Red Army would not have taken Berlin!

 

 

So  as I see my taxes go up up up more jobs leave Racine more folks leave Racine, more empty houses falling apart. A Downtown looking to needing to get more city money our money to stay alive I just sit back put on a shirt and tie because   my ship is coming in! After all lets not worry and be happy!

CITY OF RACINE PUSHES FORMAL ETHICS COMPLAINT OF MARY OSTERMAN TO CABLE COMMISSION, WHICH MARY OSTERMAN (THE ACCUSED) IS A MEMBER!!!!!!! AND ALSO THE SECRETARY!!!!

ALL THIS WAS DONE PRIOR TO ANY ACTION OR DISCUSSION BY THE CITY OF RACINE ETHICS BOARD!!! THE COMMUNITY IS ASKING QUESTIONS AS TO THE PROCEDURE USED, AND JUST HOW A FORMAL ETHICS COMPLAINT COULD BE DISCUSSED IN A CITY CABLE MEETING WITH THE PERSON BEING ACCUSED IN THE COMPLAINT, WITHOUT IT GOING TO THE ETHICS BOARD FIRST?

CHAIRMAN RON THOMAS GOES ON TO SAY OSTERMAN DESERVES THIS BECAUSE SHE HAS DONE SO MUCH DOWNTOWN RACINE WITH HER HAT BUSINESS. ALDERMAN RAY DEHAHN GOES ON TO SAY HE BELIEVES THIS IS UNFAIR.

Quite the story and its not over yet.

Best of all it was not the local paper who discovered what was going on and raised hell but just folk, as much as I filed the paperwork others helped by looking up information and answering questions I had.

We have a ways to go with this story and its not done yet. I have no idea what the outcome will be for all I know the Board will find nothing wrong or perhaps  OSTERMAN quits the Cable Commission that may end things I have no idea what will happen.

However I must focus my attention to the Root River and the plan of the City of Racine called Rootworks   in just the last few days and hours information has come my way that will IMHO make (Ethics issues/  OSTERMAN) this seem like look like child’s play.

Over the next few days, there will be a lot of news coming out on Racine, as I see this, the information will dwarf anything going on in Racine, to include the RICO lawsuit.

This info may add to the the RICO case in many ways, could even cause law enforcement from the Feds to come  into play. In fact I  hope so God I sure do. Something needs to be done with this City by folks outside this area even perhaps the State.

When I got the call with the info I thought it was well unbelievable, sadly evidence came my way suggesting its true.

I thought he had died, many confirmed this.

Boy was I shocked to see him at today’s ethics hearing.

More shocked (but not as much as others will be) about what happened.

I am very sorry for the error about the man being dead.   No office was met.

At today’s hearing he was very helpful to other members of the group. As was the acting chair.

Like I said there is a lot more to come

Today in a world filled with Smart Phones and other mobile devices , you never know when someone could be filming you taping you in a public place, or taking a photo and as I believe Alderman Helding  has said the words that I understand are true “No expectation of privacy in a public place”  more when you a public elected office like the Mayor of Racine John Dickert.

Now I do not expect him to be working 27/7 on Racine’s issues after all he as two or three other jobs and even if the City of Racine has so many issues like:

High Unemployment.

The Failing of Team Porter’s you know the project Downtown that was going to do so much for that area.

Questions on Deltahawk like how many jobs have they created?

Our debit service and are we facing another cut in our credit rating?

How is the City planing to pay for Rootworks or the “uptown Project” when J-wax is cutting what 300-400 jobs?

I hope he is working with others on fixing them, then there is the whole RICO lawsuit brought by former bar owners in Racine  that could be costing an easy  8000 a week to defend. THat’s got to take up his time and cause stress.

All this got to be causing stress. Now I do  not mind anyone taking some time to have a beer or two see a feel good film to help with stress.

What part of this is fixing Racine’s issues? By the look of the photo IMHO he has helped with his stress issues, until he got home or someone saw this photo perhaps
